Panega makes a disticnciton between a 'user' and a 'person'.
If you only want to store data from an athlete, it is sufficient to create a 'person' in the system and add this person to a team.
Not every user has the rights to create new user accounts for your organisation. If you need new user accounts for your team, contact tje key user of your federation.
General info: user functionalities depend on the roles & permissions settings. If a certain functionality does not work within your user account, this will be because you don't have sufficient permissions for this.
